Meeting called to order at 12:05pm
Roll Call: Petawawa Minor Soccer Club has not filed the proper paperwork and membership fees to the District prior to the AGM.
Approval of Minutes: Approval of AGM minutes of October 16, 2005. Geoff Waddington noted one error in the minutes of the previous AGM. His name was spelled incorrectly. Instead of being spelled ‘Geoff’ is was spelled ‘Jeff’.
MOTION – Moved by Mark Ling and seconded by Geoff Waddington to accept the minutes from October 16, 2005.

President Address:
Garry Boldt welcomed everyone to the AGM. He noted that many clubs are not complying with the rules and policies and he requested that all clubs look at the zero tolerance policy regarding rules and regulations. Clubs will not receive support from the OSA and SNE if they do not comply with these rules and regulations. You are either in or you are out.
Garry mentioned that there was no representation from the OSA. Joyce Stewart was to be in attendance however there was a conflict the OSA was conducting a meeting on the same day as the SNE AGM.
Renfrew Minor Soccer Club reports that they had exhibition games with other clubs and this made for a great season for the kids.
Armstrong Park is starting to work on their indoor season. In the outdoor season the ladies and men’s teams are growing. They had one more team in the ladies and 4 teams in the men’s. The ladies division refused to play inter district. Men’s 1st division final did not happen because one team did not show up. The APSC had problems with the lace of fields available for use. They also report that they will be at a lost because several level 3 referees due to retirement and training for new ones is very difficult.
Deep River Minor Soccer Club has a summer program for U6 to U16. The mini soccer program was very good however the U12 to U16 was bad. There was no one to play against. They tried to get exhibition games with the other clubs. To make this work they must have all clubs work together. They will have a new field for use in 2007
Petawawa Minor Soccer Club had a positive year with 600+ kids. He agrees with Deep River that kids need places to play, and they need to work with other clubs. They implemented a zero tolerance and inform that every club should have it in their published rules.
Arnprior Soccer Club had two men from the senior division took over the youth program. The U10 teams in the Renfrew tournament and did very well.
Opeongo Minor Soccer Club stated that their numbers have stayed the same. They had problems with referees not showing up and having enough kids to do bigger games. They did not receive any complaints from parents and kids. They indicated that there are small clubs popping up around the area. They are not affiliated with our district.
West Nipissing Soccer Club mentioned that they have
increased the number of players in the mini soccer division. They youth teams have stayed the same. The youth teams participate in the
Pembroke Soccer Club Mark Ling introduced Glenn Hanniman as the new President of Pembroke Soccer Club. Their AGM was held October 10 and there was a large turnover on the board. Members have left because of their kids no longer involved in soccer. Their registration is the same as in the past around 700 kids. Zero tolerance was talked about and a letter to be signed by the parent that they are aware of the zero tolerance and if it is not adhered to they will be gone. There will be no indoor soccer program this year because of the lack of facilities. The Kingsport did very well again this year with 78 teams competing.
Garry commented regarding playing soccer for a minimal cost and have large benefits. He noted again that clubs are either in or they are out. Clubs either reap the benefits of being with the OSA or you don’t. Do not expect support from the OSA and SNE it you are not in!
Secretary’s Report
There was nothing to report at this time.
Treasurer’s Report
Garry asked instead of accepting all reports individual to accept all the reports presented in one motion.
Garry presented the audited financial statement report year ended October 31, 2005 from Scott Rosien & Dempsey. Garry informed the members that SNE holds funds to facilitate its clubs with payment to the OSA.
Garry then presented the income statement from November 1, 2005 to October 13, 2006. He answered questions regarding this statement.
MOTION – Moved by Siggi and seconded by Doug to accept all the reports presented.
CARRIED.
Geoff questioned the amount of votes for Deep River it should be 5 and not 4. Garry clarified the error and Deep River does have 5 votes.
There was a letter to request changes to the constitution. However it was not received in the proper time frame as specified in the SNE constitution to be review at this time.
Letter was received by Deep River regarding a request to changes SNE policies and procedures. Garry asked to put off reviewing this request to a later date due to OSA changes to insurance. This item will be review at the SGM to be scheduled in January 2006.
Geoff (Deep River) would like to discuss section XXII regarding exhibition games. He would like to reject the paragraph and replace it as stated in its request. (see Deep River proposal). Garry asked Geoff to explain why the blanket exhibition games were approved and why it was removed. Geoff explained that he would address why it was removed first. He stated that game sheets were not submitted at all. Geoff was surprised that SNE approved a blanket exhibition games because Petawawa Soccer Club had no player books. Garry stated that the blanket was granted expecting the proper rules and policies would be followed. Discussion regarding exhibition games ensued and what constitutes an exhibition game. It would appear that these games were being used instead of forming a league.
MOTION – Moved by Doug and seconded by Sean to defer discussions and changes suggested by Deep River to January SGM.
CARRIED.
Geoff clarified that rules and regulations put into place by the SNE Executives are not in place until ratified by its members (Article 10:Rules and Regulations)
Proposal from Renfrew Minor Soccer will deferred to League Operations.
Up for elections for 2007 are Vice President and Secretary.
Vice President – Susan Knight seconded by Doug Cameron nominated Mark Ling for Vice-President. Mark Ling accepted his nomination and was acclaimed.
Secretary – Doug Cameron seconded by Mark Ling nominated Sean Severin for Secretary. Sean Severin accepted his nomination and was acclaimed.
Requirements to be a club - Garry clarified what is required to be a club. There was a request and submission for a new club Nipissing Adult Soccer Club was received October 12, 2006. This was received to late to be review at this AGM. It will be reviewed at the SGM in January.
MOTION – Moved by Sean Severin and seconded by Mark Ling that all clubs receive copies of all documentation for this new club and review it.
CARRIED.
A proposal was received by the Renfrew Minor Soccer Club. Upon review, the proposal affects the Arnprior Soccer Club and Opeongo Soccer Club. The Renfrew cannot send a proposal on behalf of these two clubs. Garry asked that this proposal be deferred to the SGM. Garry and Mark will help the three clubs with this proposal.
MOTION – Moved by Susan Knight and seconded by Steve Woodfine to defer this proposal the January SGM.
CARRIED.
Geoff Waddington suggested that there should be a ‘grass roots level league’ with Deep River, Petawawa, Opeongo, Pembroke and Arnprior for U12 to U18. It was suggested by Garry that all clubs get together to form a new Upper Ottawa Valley League. Arnprior was not interested in this venture. Sean suggested to Geoff that Deep River register their youth players with Petawawa like West Nipissing does with North Bay Youth.
District League Requirement
OSA requires that a district have a district league. Every year a RFD is proposed to OSA to exempt SNE. Garry requested a task force be set up to establish a true district league to avoid OSA dissolving SNE to the other districts. Recommendation to submit a RFD to change the policy regarding district requirements.
MOTION – Moved by Mark Ling and seconded by Geoff Waddington to submit a request to OSA to exempt northern district associations from policy 3.3.2 requiring a district league.

There were discussions regarding setting up a tournament format to support recreational teams.
Doug Cameron was reappointed to NOSL representative.
Mark Link was reappointed as ERSL representative.
Functionality of ITSoccernet
Garry mentioned that there are a lot of errors in data management and asked if any clubs are interested in having a workshop. Garry will help any club on a one on one basis. Garry will forward any discrepancies to all clubs at a later date.
SNE Website
The website will stay status quo.
SNE Office
Geoff would like to know the best way to contact the office. Garry noted to call and leave a message at the office or emails. The emails are normally answered first followed by phone messages. Please use sne@soccernortheastern.com. Garry requested that is calls are placed at his residence to call between 10:00AM and 10:00PM.
Coordination of Referee clinics
Clubs are doing a good job of assigning referees. It is difficult to getting the numbers for a C3 level clinic. District will continue to organize referee clinics and coaching clinics. Once a club has committed to spaces they are responsible for payments regardless of attendance. Discussion about the two clinics took place. Many clubs are very concerned about the costs and the requirements of these clinics.
Budget for 2007
Garry is not aware of any changes in the CSA of $6.00 and the OSA fees. Therefore SNE would not increase any fees. Susan Knight offered the services of their office staff to assist Garry with the district administration.

New Items
Les Wilkinson thanked Garry for allowing him an opportunity to speak. He will have rules and policies in place to discipline the new to form Nipissing District Adult Soccer Club.
Robert Afelskie stated that some clubs are using plastic cards as opposed to player books. Garry clarified that the EODSA were the only district to test these new cards. Every other district is still using player books.
Mark Ling noted that all team officials will be required o have a player book where they are required. These official books will be the same ones currently being used for player.
SNE will distribute the RFD to all clubs.
MOTION – Moved by Bryan Terrell and seconded by Susan Knight to submit an RFD to the OSA to reduce the number of participants required for coaching and referee clinics.

Garry asked the membership for SNE to support Joyce Stewart for Vice President and John Knox for President. All were in agreement.
MOTION – Moved by Sean Severin and seconded by Robert Afelskie to purchase a tape recorder for the secretary.
